Help Finding Game

Sorry if its in the wrong section, but I need help finding a game I played as a kid. I have no recollection of the name of the game, i just remember some details of it. In the game you can choose 1 out of 4 human/cyborg things (2 male, 2 female) and you can also play 2 player. As you progress through the game you can upgrade your character with stronger body parts (eg, chest, legs, etc). I also remember the characters having weird colored hair (1 had pink 1 had green). It aint a side stroller, its birds eye view but on an angle. its also an adventure/action type game. walking around shooting enemies etc.

I dont think you can be 2 player in it but it sounds allot like syndicate
